How to sync a folder to external USB HD ?

I want to keep an external USB hard disk in sync with my music and videos folders on C:\ drive. Instead of trying to copy and paste 30GB which takes time, there must be a way of only replacing newer files and adding fresh ones. I used to be able to use "Replace" in DOS 6 but I'm blowed if I can make Vista work.

I'm sure any user friendly op system would want this to be easy but I can't find a way to get sync centre started.

After many trials I noticed in help that some Vista versions cant use sync centre and if this is so for my Vista Premium why is it an option?

I would be grateful for any help
