To stop the devices time from being updated, on the PC edit the
[HKEY_CURRENT_USER\Software\Microsoft\Windows CE
Services\Partners\(partnership number)\Services\Synchronization\Sync Time on
Dock] = 0.

There may be more than one "partnership number". You maybe able to narrow it
down by looking at the DisplayName under the number.
