ActiveSync will synchronize only the main Contacts folder. It does not
support synchronization of local folders created by you on your desktop. It
supports a feature called Categories for sorting purpose. Refer:

If you want to synchronize Contacts that are stored in sub folders, then you
can consider using the PCS add-in for Outlook.

Other alternatives would be to use third party application which support
synchronization of non-default folders.
