Syncronise of inbox doing 300+ items, only 28 in Outlook Inbox

When I sync between my PC and iPAQ the whole process works except for the
inbox.

For some reason sometimes it says that it is doing item 'any number' of 300+.

I only have 28 items in my inbox right now and it it never higher than 100.

It takes ages to sync these 300+? items and invariably ends with an
unresolved item that I cannot fix.

If I turn off the PDA and then switch it back on again it will sync normally
and the unresolved item does not appear.

I have checked the settings and from what I can see I am only syncronising
the Inbox and no other folders.
