That symptom has been seen when application crashes occur in NT5x
systems while no debugger is enabled (such as drwtsn32.exe).

To resolve what? To re-enable drwtsn32 Run... (press Win-R and enter
drwtsn32 -i

with your self-prescribed solutions?
BTW this may be more appropriately handled in a newsgroup
which specializes in your OS (which you have neglected to disclose),
although there are indications that it is probably NT5x.
