System failure after installing new "security updates"

Recently installed the latest "security updates" from Microsoft. Was
instructed to restart my computer which I did. Now system will not reboot.
Keep getting error message that windows explorer has encountered a problem
and must shut down. I have attempted System Restore but cannot restore
computer back to any date before the new security updates were installed.
Anyone have a suggestion....help?
