vista ultimate, no SP1 yet, cause it won't take on my system and Panda
Titanium AV

i get a message that says Panda has detected a worm on the computer
and I need to restart it to complete the removal. i restart, and when
I do, it goes to the desktop, but none of my programs work.
every time i try to open one, it gives me a message saying wininet.dll
is missing.

i can't open any programs at all.
i can't open explorer at all

i tried a system restore, but it said it failed and did not reset
anything.

i don't know if it will help to boot it from the DVD, in fact, when i
think about it, the DVD drive has not been working.... if i try to put
a CD or DVD in, the drive disappears from my system.. so i'm not sure
that will be an option either short of going out and buying a new
drive....

any ideas?

would it make any difference if i could do it from the DVD anyway?
perhaps whatever virus or worm is on there is defeating the restore
while i'm in windows and it wouldnt' if i'm booting from the disc?
i don't know, i'm grasping here....

I may be mistaken, but it looks to me as if your Panda software has
identified wininet.dll as a worm and removed it from your system.
Security programs are not infallible and sometimes make mistakes. I
don't know if that is the case regarding your situation but in the future
you should always identify the files a security program wants to remove
before you actually remove them. You can easily identify a file by typing
the name of the file in a search box and researching the results. That is
exactly what I did when I read your post.
The information I am providing you below does not list Vista as a
supported system. However, the fact that you receive a message telling you
that the file is missing is an indication your system needs this file.

i'm not sure what happened, it's possible that is exactly the issue.
i couldnt' really do anything with the computer, i couldnt' open up
anything including windows explorer.. so i'm trying to reinstall
windows right now, but it doesn't look like it will even do that.
it gets to expanding files and just sits there ...
i may have to reformat the drive

I had the same issue and am also running Panda AV. I restored wininet.dll
using instructions of Dan_Smith and it is fixed. My only issue now is my
system restore fails but that is an old Vista issue I need to work on.
