My friend began to have problems with his sound running vista ultimat
and for whatever reason he decided to run a system restore to see if i
rectified the problem.

Unfortunately now the GUI doesn't seem to be loading properly, th
windows splash screen with the animated bar appears then when it shoul
switch to desktop he gets a blank screen with a mouse cursor... Nothin
else happens. He's left it all day to see if it was just being reall
slow but no change.

any clues?

Not sure what PC he had it's a medion something..

He should try using F8 during startup and selecting Last Known Good
Configuration. That may very well get going again.

The option is there. It is called the Advanced Boot Options Menu and it the
same screen that gets you to Safe Mode, etc. Look down the list.

The menu that has safe mode on it says

Safe mode
Safe mode with networking
Safe mode with command prompt

Start windows normally

The advanced boot doesn't have the last good config either it has

boot from hdd
boot from dvd
boot from external devic
