system restore

I am using Vista Home Premium. My problem is that if I shut my system down,
when I start again all my restore points have been deleted. If instead of
shutting system down, I just restart, my restore points remain in existance.
I can leave my system on but this does not resolve the problem in the event
of a power cut.

Anybody any ideas on a solution?
