system restore wont work/cant boot into safe mode (vista home)

I have a new computer, with a new copy of vista home premium. When I try to
run system restore, after the computer boots back up it says that an error
occured (gives no real info) and that nothing was changed on the computer. I
tried to boot into safe mode to see if it would work there, and when I select
booting into safe mode, the computer just hangs on boot. So I don't know what
to do.
Thanks for any help in advance.
