SYSTEM RESTORE IN XP

Hello eveyone,
The problem I'm having is my "Hidden Files Folder" is loading at startup and
now
"System Restore" doesn't seem to work.
It appears to be restoring only to show a screen at the end stating ...
"No Changes have been made to your computer"
Any ideas as to why?
Virus check, turns up nothing and Windows Defender detects nothing.
