Systray - persistence of icons

Hi,

Does anyone know what makes a system tray icon "persistent" in the event of an
explorer crash/restart. Ever since W2K, I have noticed that when explorer
restarts itself, about half of my icons in the systray disappear while half
remain. The processes themselves are unaffected.

So - what has the developer done to make these icons stay?
