The tab button is usually above the Caps Lock key on the left side of the
keyboard (on a standard "Windows" type keyboard). Flip 3D works with the
Windows Key + Tab.
For Flip 3D to function you need Premium or Ultimate edition of Vista
(determine this by right clicking the "My Computer" icon then select
"Properties". The first bit of information at the top of the screen is the
Windows Version you have), the "Aero" theme set on (Personalize > Themes),
and your "colours" set to 32 bit (under Personalize > Display Settings).

Given you haven't stated the specs of your system or the Vista version you
have, we can't determine if you have the capability to use the Flip 3D.
You can always just try and see if it works.
