Tack manager and msconfig

My task manager won't load, I click on it,or ctrl-alt-esc. it flashes for a
second then nothing. i cant acess it. the same with msconfig. i run program
and i flashes for a second. then goes off with nothing i can do. i`m using
xp. and just restored my computer. could anybody please help me? my computer
is running very slow and I cant control it. Thankyou
