I can't seem to get my task manager or automatic updates to turn on what can
I do to fix the problems.... should I completely reinstall XP service pack
one or do something entirely different

Are you currently running WinXP SP1?

You could even have the malware "Vundo"

Suggest you consider doing a complete scan of your system just to make sure you haven't
any viruses, trojans, malware before trying to get updates.

I am running service pack 2. It keeps asaying that task manager was disabled
by administrator and I did run a virus scan and found 2 viruses and deleted
them..... I would like further information on what I should do to correct
problem

I''ll bet you dollars to doughnuts that you've got a Vundo infection,
accompanied by ZLOB and SDBot infections, all protected by a rootkit. No
anti-virus or anti-spyware application alone is gonna fix this.

Run a /thorough/ check for hijackware, including posting your hijackthis log
to an appropriate forum.
