taskbar access in WIn 2003 Terminal server

hey guys

I have taken over supporting a Terminal server, and have just had a request
to allow users toadd icons and re-size the task bar within T/S

I have made the appropirate GPolicy change, and forced an update, however
when testing this the user still dosnt have the ability to change the
taskbar..

anyone got a suggestion?
