TaskBar and Start menu not working

Whenever I select an item from the Taskbar or start menu the display flashes
the item (such as My Computer, Control Panel) for a second then disappears
and I can't access these items.

I've tried system restore, But that only works once then I have the same
problem.
Also hotfix 929637 and this doesn't work either.

Any suggestions ?

Did you type "Run sfc/scannow"? If so, do it again but type "sfc/scannow".
If no joy, try it from an Admin Command Prompt.

That's because the command is:

sfc /scannow - with a space between the "sfc" and the "/scannow".

Don't Panic!

Can't get the sfc /scandisk to work.
Got to the c: and typed c:sfc /scandisk and got Need to run as
Administrator. I run as Administrater and still get the same responce.

Can't get any task bar items to work, Just a quick flash when I select an
item, Then back to the desktop.

Extremilly frustrating, Does anyone have a suggestion ?
