taskbar and start panel on desktop

when my computer starts up my desktop items and the start panel dont appear
is this a virus or what please help

I suppose that it might help if you were to tell us which Windows operating
system you are trying to run - XP, 2000, WinMe, Win98, etc.?

It might even be more useful for you to post your problem to one of the MS
Newsgroups which specialize in that particular OS.
