Taskbar keeps disappearing after startup

Hello Guys (and girls),

I am using Vista Ultimate 64 bit edition, which I bought as an OEM version,
because I built my own computer. I have a very strange problem with Vista:
once in a while the taskbar disappears from user accounts (I have three
accounts on this computer: I activated the main Administrator account, my
own account (which is also an administrator account with password) and a
user account without password.

The strange thing is, that once in a while, after startup, the taskbar has
disappeared from either my account or the user account (without password).
It hasn't happened to the main Administrator, yet. At the moment I can only
solve this by a system restore, but there should be an easier way to solve
this? Besides, after a sytem restore I have to reinstall Norton Antivirus
2009, because it doesn't recover after restoring. Very annoying and this
occurs twice a month or so and takes me an hour of work extra, after
startup!

I would appreciate it very much if somebody knows a solution for this issue,
besides restarting the explorer.exe thing, which doesn't work! Other than
this solution, there is not much else I can find about this on the Internet.
