Taskbar randomly highlights to orange

I am using Mozilla Firefox with Vista and keep 5 windows open in Firefox. I
also keep
4 or 5 open programs in the Taskbar. The Taskbar icons will remain black
most of the time but randomly they become highlighted orange as if there is
something that
needs to be looked at in the window.

This happens with Firefox or program icons but more frequently with Firefox.
Also the Firefox windows move around the taskbar each time I resume from
sleep mode.
Is there a way to prevent these random occurrences?

Have you tried right-clicking the Task Bar> Lock the TaskBar?

Yes Mick I have tried that. It's still locked with a checkmark next to it.
