If this is a corporate/business computer that is part of an Active Directory
domain then these may be restritions placed by an administrator and the
administrator would be the one to talk about such.
Assuming that is not the case you may have a Malware infection. If that may
be the case then download/install/update/run the free version of the
Malwarebytes removal tool. One of the things it checks for is such
restrictons in place by malware and allows you to remove it after you check
results and remove what you check and by default everything it finds is
enabled for removal.
