Terminal server licensing

I have a remote access solution that uses terminal server to provide
applications, what is puzzling me is that when I check the terminal server
license manager it always shows the licenses(TS CALS) as unused, does this
mean that cals are not required for terminal server used in this way ? or am
I missing something.

What OS and what type of licenses? If it's 2003 and Per User licenses,
the TS license server doesn't track them (2008 does).

Yes it is 2003 with per user licenses, if I add another server will it need
seperate licenses for the same users or will this one cover both ?
