Well, there are always delays - that is the nature of a network.
IMHO, AD will have no trouble with 60,000 users. But where you might have
problems is if the hardware is underpowered.
I'd suggest you continue your search in a networking or active directory
related newsgroup. Yes, there might be a scripting solution, but from the
sound of it you would be better off looking for whatever types of solutions
may already exist.
