Theme is no where to be found

I turned my computer on today and my black taskbar and start menu has
disappeared and i cant get it back!! i have tried all the suggestions in
these disscusions but i still cant find it!
I have tried to browse (in personalization then clickin on theme) and add my
aero theme back but it comes up with a box called 'error loading theme' and
says "the theme could not be loaded bescause the theme service is not running.
File: C:\Windows\resources\themes\aero.theme"
Can someone help me out? My laptop already came with vista installed on it
so i don't have a cd with the files on or anything like that!

Open Control Panel > Administrative Tools > Services, make sure the
following services are running:

Themes
Desktop window manager
--
Andre
