Yes - Fax is not considered a Home User usage scenario.
FAX is predominantly a communication method associated with business users
hence the inclusion in Business (and Enterprise Edition) and obviously as
Ultimate rolls up all versions functionality it is included there. In
general it is considered that home user would not have a fax machine (I do
understand that a lot of Multi Function devices today have scan print fax
built-in)
So since the product SKUs are targeted at the general usage scenarios you do
not get Fax in Home editions. There will always be exceptions to the
general population and these have the option of buying or upgrading to
Business or Ultimate.
