They are sending you those e-mails. Your contacts have been duped by a phishing website
which they've given their Windows Live username and password to. You should inform them that
they need to change their password immediately.
As for the error, I do believe (based on observation and reports) that some Hotmail accounts
are having issues tonight. I suggest you just try again later.
