Is there a simple way to dump Vista?

I have a fresh, licensed copy of WinXP-SP2. Vista came loaded on my
new Toshiba notebook. Would I be able to set CMOS to boot from the
optical drive and install XP while overwriting everything else? I
don't want dual systems. I want Vista gone!

Yes, just boot from the XP disk, format your system and Vista will be gone.

You would need to contact Toshiba and ask them if
your new Toshiba notebook is supported with Windows XP.
Notebooks PCs require some specialized hardware drivers
developed by the notebook manufacturer. If Toshiba does
not offer Windows XP drivers for your Toshiba notebook,
you may find that installing Windows XP will not enable
you to use the totally functionality it was designed for.

He may also find that the warranty becomes void if he installs an operating
system other than that supplied by the company.

Take it back to the store and tell them you want one with the operating
system of your choice, although I would recommend Ubuntu over any
Windows operating system.

Of course you would recommend Ubuntu over any Windows Operating System.
Suppose the user has no clue about Ubuntu? You gunna go over to his place
and train him?

Install Ubuntu. Open Firefox. Read instructions on how to access support

Unfortunately, the response will be "what you see is what you get - take
the package or return it". It is rather difficult to 'refund' the 'ms tax'
or get them to swap anything with the major retailers.

Since the warranty generally applies to hardware, I don't think that would
stand up in court.
