Is there a way to force the install of WSUS updates at shutdown o

I currently have WSUS up and running on the network. It is able to update
machines with no problem but I am having an issue with the users not
installing the updates when they reboot at the end of the day. I have the
policy set to make their default shutdown option to install the updates but
they have the option to pick something else from the shutdown menu. What I
am trying to figure out is if there is a way to only make the install updates
and shut down option valid and none of the others.
