Yes., all $NtUninstall... and $MSI31Uninstall... folders are safe to
delete.

You can delete the *.cab files in that folder, but note that you will
be asked for the OS CD everytime the driver installation that uses the
drivers supplied with the OS is needed.

You can safely delete it (stop the Automatic Updates service first).
Note that a side effect of renaming or deleting the SoftwareDistribution

SoftwareDistribution folder.

Do not delete it.
