"Time to install updates" keeps reverting back to 3:00 AM.

Windows Update page says "Automatic Updates: Turned ON. Your computer is set
to receive security & critical updates automatically. Pick a time to install
updates."
I pick 12:00 PM but it keeps reverting back to 3:00 AM regardless of what I
try to make it stick.
I would appreciate any help. Thanks.
