Tool to suspend process when window minimizes to taskbar

Greets,
looking for utility able to automatic suspend of a process owning
windows, when they're being minimized to taskbar, and resume it as they
are to be restored back to foreground.

I expect it's not as trivial as it seems, as suspended task is not
processing normal message pumpings (application window events incl.
restore, maximize), basically behaving like a hung up task and so can't
resume on it's own (window events for hung processes are in limited way
serviced by system itself, once "not responding" state has been
detected).
