Tool Tab for msconfig

I have a Dell Dimension 8300 with Windows XP Home Edition. I am trying to
download KB906569 which is a program for installing a Tools Tab in MSconfig,
but I get an error message: “Kb906569 Setup Error. Failed to migrate
dependent packages.� Anyone have any idea on how to overcome this situation?

I tried this as well as the suggestion in the post below. Neither worked. I
still get the same error message.
