Toolbar detatchment

Why can't I detatch the toolbars I create from the task bar like I could in XP.
I unlock the taks bar and I get the handle on the toolbar, but it will not
drag to the desktop.
I am running Vista Home on my laptop and Vista Ultinmate on my Desktop.
Neither allow this.
