In Vista Business and Basic, how do you get the good old Cut, Copy, Paste
and Delete icons to show up in the toolbars?

If you are talking about Windows Explorer, those buttons no longer exist.

Oh good, another backward step for Vista.

Hit the Atl key and the Menu Bar will show up. I think this is what you are
asking.

If you find a way definitely post about it. It's one of the things I really
dislike in Vista -- it keeps offering up icons like 'burn' when that's
something I might do once or twice a year and 'slide show' which I'd
probably never use but doesn't have things I do use constantly like 'delete'
or 'copy'.

One of the first programs I install on a new system is a burner program.
Then I burn what I want, when I want it and how I want it.

Also notice I don't use the default "Move To" and "Copy To" icons. I want to
see where I'm copying to so there are no operator errors.

Not if you already have your hand on the mouse. Having both keyboard and
mouse methods to accomplish a task allows everybody to work in whatever way
they find most comfortable and expedient. Removing the
cut/copy/paste/delete icons from the toolbar makes the system harder to use
for many people and provides no compensating benefit. It's not like there
is a lack of space, especially if it could be customized to remove the (for
me) rarely used Burn, Share and other icons that were added.

For people who always use the keyboard this change has zero effect; for
people who often use the mouse it is a step backwards.
