In Vista, you can't drag toolbars out of the Taskbar. You can add them,
and you can drag folders to the edge of the desktop to create a new
toolbar at that edge. There are no floating toolbars in Vista.
Find the folder that contains the toolbar you want. Drag that folder to
the top of the desktop. Release the mouse button (there will be no
visual indication). You now have a toolbar at that edge.
