Toolbar Position Problem in IE7.0

Hi,

I have 3 additional toolbars that I would like to view under ie7 menu.
Norton Ä°nternet Security Bar
Norton Antivirus and
Google Toolbar.

I unlocked the toolbar and moved Norton antivirus and internet security to
the same row and Google will stay the at its original row and locked it.

When I close ie7 and open it again, norton antivirus always moves to an
additional row and ı have 3 rows instead 2.

I don't understand why I can't lock the toolbar positions in internet
explorer.
is this a bug or doing something wrong?
