When the time comes for me to upgrade my system by buying a new PC, the OS
will certainly be Vista. How can I trasnfer all of my software from my old
system to my new system? I can't re-install the software, because there are
no CDs or DVDs.

You will have to either re-download the installation files to the new
system, or if you have saved them on your hard drive, you can move them to
the Vista computer and then install them. There is no "transfer"
capability—never has been.

And how does one install an already-installed program from the old hard-drive
to the new OS?

You do not, most people have the original CD/DVD or the install program
(they originally downloaded from the Internet).

OK.

Now, for software for which I have a CD, such as Microsoft Money, will
Microsoft allow a reinstall, since a program is already registered as being
installed on a different (my old) PC?

You can't.
I think Charles was thinking about programs or utilities that you have
downloaded before.
If you are talking about applications, like Office Word, Excel, Outlook,
etc., then you need the original program install disks.
If you don't have any installation CDs, you better buy the new PC with
whichever programs you want to use.
You can move the data files.

If you are transferring from one computer to another, Microsoft has a
program (and incidentally a hardware cable) that facilitates this. It is
basically the same piece of software that they use to reinstall programs
during the upgrade process. I have seen this hardware at computer stores,
but you can go to the Microsoft store and find and buy it.

Usually you will be able to re-install on another PC but you'll need to
check the licence agreement, as some OEM versions of software are tied
to a specific PC.

You can not. It has to be reinstalled.

Then sorry to say, you are out of luck, unless the software was downloaded,
and can be r
redownloaded.
