There are all kinds of ways to deal with your data depending upon how much
data you have and what hardware and software you already have. If you have
a CD or DVD burner, you can simply copy your data files to disk and copy
them back in Vista. If you have a Vista compatible backup application, you
can use that to backup your current setup and restore in Vista but be aware,
because data is stored in different places than on XP and previous 9x
systems, you will need to use the restore to different location option.
As to your applications, assuming they are applications you purchased at
retail and are not OEM versions that came with your computer, you would need
to install them on the new setup.
