treated as a user (excluded) in some cases

Although I have administrator status and the 'administrators' group has full
control of an object - I seem to get treated as a user (excluded) in some
cases - such that I sometimes have to give myself special user permission
just to amend something?

Has anyone else noticed this?

Most Likely this is due to UAC User Account Control. This is a protective
measure included in Vista. It works by running all users (even
administrators) as a standard user until escalated permissions are needed.
You can check for UAC by looking in control panel>User Accounts.
