Trouble Downloading from the Internet

Whenever I attempt to download something I continue to get this message:
"Internet Explorer was not able to open this Internet site. The requested
site is either unavailable or cannot be found. Please try again later."

Any help would be appreciated.

Try a different site or at a different time.

I have tried that, but it happens for everything I try to download;
anytime/anysite.
Wondering if maybe it is a virus that my virus protection isn't picking up.
