Trouble getting into IE7.0\Tools\Internet Options

When I click Tools\Internet Options I get the following window "This
operation has been cancelled due to restrictions in effect on this computer.
Please contact your system Administrator"
I am the Administrator and always have been since I installed XP.
I Rebooted and signed in as Administrator but I still cannot get into
Internet Options.
WinXP Home SE
IE 7.0
200 gig HD
1 Gig Mem
I started using Firefox but tried to get back to IE but could not get into
Internet Options.

Hi,
Several security/antimalware programs can lock the IE control panel- most
notably Spybot.
Check... Spybot (Advanced Mode) Tools> IE Tweaks. If not done by Spybot,
look through settings of other security/antispyware programs.

If you're familiar with regedit, check this key
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte rnet
Explorer\Restrictions]
"NoBrowserOptions"=dword:00000000
If the value of "NoBrowserOptions" is 1 change it to 0.

If a legitimate program didn't lock the IE Control panel, This may be a
malware problem- adware, spyware, hijacker, trojan, etc.

Thanks for your help Don. I went the way of the registery and changed the D
Word from 1 to 0.and now I can get into Internet Options.
When I now click on Internet Options the window appears but at the bottom in
yellow it says. "Some settings are managed by your system Administrator.

I've been posting the same question for a week in IE6 and Vista NGs, totally
unaware of IE.general for IE7 problems. Since I did not get a single reply
(or any reference to this NG), I ended up using "System Restore" -- that
seems to have solved the problem.

Wouldn't it have saved me, and probably others, a week if somebody had
posted an announcement that IE.general is for IE7?

It might be a security program blocking the Registry change it needs to
make. A few of the programs now doing this are:
Ad-aware's Ad-Watch
IBM Access Connections
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.

Boot into Safe Mode with Networking with Networking and try the change.

I solve this problem by modifing the following registry key:

HKLM\SOFTWARE\Policies\Microsoft\Windows\CurrentVe rsion\Internet
Settings\Security_HKLM_only (1) to (0) disabling these policy.
