Trying to fix windows update

We have xp home sp2
windows update has errors
tried many fixes

a popular fix is registering dll files again including the one below
when we try to regsvr32 wuaueng.dll it says access is denied.
which is also what the log file says

Also in services Automatic Updates is blank & also comes up access is denied.
re-installing windows & sp2 do not help
