trying to get update for root certificate update

i'm trying to install this norton anti-virus program i got from university
of Ottawa, and i have windows 98, so it says i need to install a root
certificate update from windows update (not a critical update). but when i
get into windows update it comes up to the welcome screen and says software
update incomplete, and i can't get into the updates to search for the root
certificate update. the error code it gives me is 0x800B0004. please help me,
i need the antivirus.
