Trying to publish Frontpage pages with Vista

I built all my websites on XP with Frontpage2002. I now have a computer with
Vista home basic. The sites are all on an external hard drive. When I try to
publish changes now, I can get no farther than the sign in screen for user
name and password. No matter what site I am working on, the sign in screen
keeps coming back up and will not let me go any further. I know the user
names and passwords are correct. What is going on with this?
