Trying to Upgrade

I was trying to upgrade from windows 98 to windows xp on my laptop and a
fatal error window came up saying that "an error has been encountered that
prevents setup from continuing. One of the components that Windows needs to
continue setup could not be installed. The data is invalid.
I press the ok button and it says "Error: SXS.DLL:Syntax error in manifest
or policy file "C:\$WIN_NT
$.~LS\I386\asms\52\MSFT\WINDOWS\NET\RTCDLL\RTCDLL. MAN" on line 15.

Error:
Installation Failed: C:\$WIN_NT$~LS\I386\asms.Error Message: The datat is
invalid.

And since it does that I can not get it to go back to Windows 98. If there
is someone out there that can help me please do....What can I do to get the
fixed?

Sounds like you may have a problem with the CD - have you tried cleaning it?
Either way, this is not the correct newsgroup for Upgrade questions.... try
microsoft.public.windowsxp.newusers
