One of the more common ways this can happen is if the computer's motherboard
BIOS is set to power back on after a power failure (used by many people who
run some sort of server program from home). Change that setting to
something that indicates the computer is to remain off after a power
failure.
If you need help on gaining access to your motherboard's BIOS screens you
might get more assistance if you post your question in the
"alt.comp.os.windows-xp" newsgroup.
Be sure to include what brand of computer or even better the brand of the
motherboard if you know it. Not all brands of motherboards use the same key
sequence to access the BIOS settings during a reboot.
