Turn off balloon tips?

How do you turn off the balloon tips that keep telling the users about
installing the updates? I have Automatic Updates scheduled by the policy
and the balloon keeps popping up distracting my users.

Get the Tweak UI powertoy from M$, one of the many useful, nay
invalueable settings in this gizmo turns off annoying baloon tips.
