Thats not it, after what Christine suggested go START > Control Panel >
Performance and Maintenance > Administrative Tools > Services. Right click
on Automatic Update choose Property and disable that service from loading at
start up.
Note: Either method you will not be able to manualy update from v.5 Update
site

Assuming you are using the current version of Windows Updates:
Open Control Panel; double click the System icon; click on the
Automatic Updates tab; select Turn Off Automatic Updates (it's
the last button).

In order to update Windows you can use the Windows Update command
from your PC's Help & Support center or you can use Internet
Explorer. Just click on Tools and then Windows Update.

Then something else is going on. I have 5 machines all with auto
update turned off and all able to use manual windows updates.
See the following link for info on error 0xDDD0018:

Just to ensure we are not talking past each other....
In order to be able to use the windows update function either in
automatic update mode or manual update mode, the "Automatic
Update" service (found in the Services Control Panel) must not be
disabled.
