Turning off the computer

I just re-installed XP Home Edition SP3. When I tell the computer to shut
down, instead of closing everything and finally turning off the power, it
closers everything and then tells me it is safe to shut off my computer. How
do I change this?

"It is Now Safe to Turn Off Your Computer" error message when you try to
shut down your computer
