You can use Google to find articles about IRQs.
In any case it looks like your graphics card, the one with the connection to
your monitor, and your tuner card, the one with the connection to your TV
source, are trying to share a resource which is not available. In any case
you can see from the connections on the back of your PC if the cards are
close together or not.
Is your audio also slow and choppy?
